Wind Management Structures, with Photovoltaic/CIGS, and/or Hydraulic Rams, pump seawater from sea level (1) to a higher level (2).
At Level 2 the seawater may be used for:
1) Hydroelectricity 2) Electrolysis for Hydrogen 3) Reverse Osmosis/Electro dialysis for pure water 4) Pumping to Level 3
Level 3 and higher levels have the same functions as Level 2.
The need for much more hydrogen use is now a good reason to pipe seawater inland as it has, for electrolysis hydrogen production, a million times more electrical conductivity than pure water.
The objective of a Sea Water Refinery and Energy Distributor is to have as many Levels as the terrain permits and to lift as much seawater as possible to the highest level.
*The essential processes*
a) Lifting the water with wind, photovoltaic/CIGS (PV) and tidal (Moonpower) from Sea Level 1 to Level 2. (Pump a large volume to higher levels). b) At Level 2, some hydrogen is produced with electrolysis, by using Wind Management Structures with PV added for the prime energy. c) Hydrogen engines pump the sea water to the highest possible level. d) The Hydrogen engines are cooled by the seawater. e) The warmed seawater produces more Hydrogen than cold seawater. f) The hydrogen engines exhaust some pure water for domestic and commercial use at Level 2. g) At Level 3 and above, the procedures at Level 2 are replicated. h) At the very highest Level the remaining seawater is sent on to Lake Eyre, or similar low areas. (or returned to Level 2) through a hydroelectric scheme and fed back into the seawater system to be re-used or refined to chlorine or some other value added product. i) Storage tanks at each level are connected with pipes for gravity to maintain the seawater levels. j) Where more pure water is needed, use Reverse Osmosis/Electro dialysis. k) More or less electricity and hydrogen are obtained with hydroelectric generation from the Highest Level to Level 2. l) This invention would be used with the big tides in Northern Australia, and the Mountains at Port Augusta, South Australia, to fill Lake Eyre. Other versions would be used in the UK, Bangladesh and elsewhere. m) The emphasis is on hydrogen production and hydroponics, by distributing seawater, with the purpose of replacing land grown bio-fuels for transport and using the land for food and pure water production - while also dropping sea levels. n) Piped seawater, Wind Management Structures (Pat. App), hydroelectricity and low voltage, supersede high voltage power line grids and substations.

To save and claim present land and restore water covered land, strong, large, plastic stackable gabion boxes are made with slits that have lips to catch floating mud and so to fill the gabion box with mud settling from the water (instead of using stones). The slits allow roots and/or growth to come out to bind the gabion to its surroundings and not be washed away in floods. Lids have holes to let floating mud in and rice, etc. to grow out. Machinery may be used to more speedily fill the gabions while deepening canals. Land may be recovered by stacking the Gabions, and securing them with poles driven into the mud.
The gabions have the shape and function of house bricks and are say 2 metres X 1 metre X 1 metre
The land to be saved or to be restored is bordered and patterned with gabions, as if they were pavers. Suitable plants and trees are planted in the gabions to ensure the gabions are anchored by the roots to the surroundings. Trees bear fruit and provide fuel. When additional layers of ‘pavers’ are added, holes and slits may be cut in the gabion boxes to accommodate existing plants and trees. (Slits would be laced-up afterwards).
Land that has been abandoned to the sea – may be claimed like an old (pre-1971) South Australian opal mining claim that had Miners Rights. The claim area would be about one acre. A person may only have one claim at a time and it must be worked.. In that way a person may restore and retain sufficient land for a family - a home - to grow food – but not to graze animals, nor to monopolise land.
Financing Solution
Permatricity Limited will initiate the scheme by selling the gabions on 5 years credit If a buyer later abandons his land claim, he endorses his debt and ownership of gabions to the new claimant/buyer.

*Necessary Government Support*
The Exporting Country (UK, Australia, etc ) provides standard Capital Goods Export Finance Insurance. The Importing Country (Bangladesh) provides standard credit-worthiness checks.
*Tributors (Sharefarmers)*
If a person wants to work land, but is not accepted for Export Finance Insurance, that person may be a Tributor for a person who is credit.worthy and able to buy capital goods on credit
*Amalgamation of Claims*
Up to 4 Claims may be joined together to form a partnership/syndicate. Claims must always be pegged and marked as per an opal mining claim. The Government will need to mark out the ‘Restoration Field’ (as per an Opal Field) and the claims are made within that field. When building starts the field becomes a Permatri City
Claims with homes must have an electric or hydrogen boat (also available on 5 years credit) and canal access to permanently dry land. Canals must improve the flow of flood water, not impede the flow. Claims must have a sewage/waste to gas plant and also wind turbine and photovoltaic plant - all available on 5 years credit - to charge batteries and for cooking.
Claimants are mining hydrogen, they will build a water tower for a mini-hydroelectric plant and commercially produce and sell hydrogen, electricity, and pure water, along with the surplus food they grow.
Hydrogen, and gas from sewage will replace firewood as a cooking and heating fuel; more trees will be grown for flood protection, for timber, and to absorb CO2
This scheme can be commenced immediately to end the danger from rising sea levels and to improve the lifestyles of millions of people. Other world deltas may be used in the same way to ‘grow land’ and ‘mine hydrogen’.
When all of the shallow water land is claimed, deeper land may be recovered and claimed, by stacking the Gabions, and securing them with poles driven into the mud.
All approved capital goods will be sold on 5 years credit.

I copyrighted the financing documents used to build a good business. We worked within the guidelines of Australia's Export Finance Insurance Corporation; other countries have the equivalent.
More than a century ago Australia wanted men to mine for gold but the bureaucracy was harsh. The Victorian miners revolted and there was a brief 'civil war' called Eureka Stockade. Arising out of that came the Miners Right and South Australia copied that law. In the late 1960's I had a Miners Right. In the early 1970's a new batch of bureaucrats abolished the Miners Right and replaced it with a Prospecting Permit. The Miners Right Law enabled workers to stake a claim and keep it for as long as they worked it. Coober Pedy, where I mined, is like a sea of arid dirt. In Bangladesh the water is covering the fertile land, just as dirt covered the opal. Some machinery is needed to bring the fertile land to the surface - that costs money.
We need one or more Bangladeshi worker who wants to peg a claim to mine for hydrogen and live on the claim. That worker pegs his claim by following the old Australian Mining Law. Then that (those) hydrogen miner(s) asks the Government to declare an area of shallow water to be a Hydrogen Mining Field. When the Government makes the declaration the workers ask Permatricity Limited to supply them with the mining capital equipment they need on 5 years credit. (gabions, boats, pipes, electrolysis, solar panels, wind turbines, etc) Permatricity Limited will then approach UK and Australian Export Finance Insurers to gain approval to supply the hydrogen miner on 5 years credit. The hydrogen miner may have to bring in partners or guarantors. When the finance is organised the orders are placed with the manufacturers and the machinery is shipped. Four hydrogen miners may amalgamate their claims into one company claim..
One person in Bangladesh needs to start - millions may follow. Provided Laws are properly followed everyone knows what to do. There is plenty of good land just under the water and there are plenty of people close by who can use hydrogen. The mining plant need not take up very much land space so traditional crops can be grown. New crops where roots permanently bind the mud should also be grown.
5 years should be plenty of time for the hydrogen miner to pay off his debt If the miner is in trouble he/she should sell his claim or make arrangements to roll over his capital debt.
